Vale is an enormous city-state in the continent of Taelmoor on the world of Verden, and the most powerful entity in the known world. Legally, Vale only owns and controls its city limits, but in reality this spans almost the entire continent of Taelmoor. For hundreds of miles, all cities and villages provide tribute to Vale in food, goods, and pledges of loyalty.
Rather than being controlled by a Monarchy or a central government, Vale is ruled by a consortium of guilds. Each is responsible for different civil needs, and each is as powerful as a nation in their own right.
